The easiest way of acquiring a Galarica Cuff is by collecting it from Galarian Slowbro via Mystery Gift. The Pokemon will be holding this item when you obtain it.
Alternatively, you can also purchase Galarica Cuffs from the NPC selling Evolution Items in the Fallshore City Marketplace. This NPC is situated next to the TM merchant and only appears if you have activated Generation 8 Pokemon.
