The Member Card is a key item given as a reward for completing Mission #066: The Endless Nightmare.
Using it, you can enter the Tarmigan Town Inn where you can encounter and catch Darkrai.
Location
Fly to the Tarmigan Town Pokemon Center and enter the house behind it.
Inside, you’ll see a sailer NPC with the side mission icon on his head.
This NPC gives you mission #066, and completing that mission rewards you with the Member Card.
Function
You can use the Member Card to access the inn in Tarmigan Town that otherwise has a locked door.
From here, you can encounter and potentially catch Darkrai, after which the item loses its use.
