The Notebook is a key item given as a reward for completing the mission “Basic Literacy”. You can return the Notebook to the same Professor Log’s Aide who gave you the Stat Scanner, and if you do so, then he will upgrade the scanner for you.
Upgrading the Stat Scanner turns it into a portable move tutor.
Location
Fly to the Dresco Town Pokemon Center and go west.
Go south after reaching the island with the town’s gym and continue in that direction.
You’ll see an NPC with the side mission icon on his head in the southernmost part of the town.
This NPC gives the Basic Literacy side mission, and completing it rewards you with the Notebook.
Function
The Notebook must be returned to the same Professor Log’s aide who gives you the Stat Scanner.
The aide is inside Professor Log’s Lab, just west of the exit.
Using the Notebook, you can turn the Stat Scanner into a portable Move Tutor and EV/IV changer.
