You can fish in Pokémon Unbound using any rods in your inventory. The Super Rod, given by the NPC at the Seaport City port, lets you catch the best quality water-type Pokémon.
Location
Fly to the Seaport City Pokémon Center and go east.
Start going south after walking down the stairs leading to the port area.
Go east when the path south runs out and approach the fisherman NPC standing outside the boathouse.
This NPC will give you the Super Rod.
Function
Similar to the Old and Good Rods, the Super Rod lets you catch Water-type Pokémon by facing any body of water and using it from the Cube’s Key Items section.
The Super Rod gives you the highest possible level of Pokémon available through fishing, along with access to some rarer Pokémon that only spawn while using the Super Rod in certain areas.
