Flower Paradise is directly north of Route 3 and Dresco Town. While it does not have any trainers to battle, there are plenty of Bug-type Pokémon to catch, with different Pokemon available in different colored flowers.
After you become Pokémon Champion, you can head north of here to challenge the Legendary Pokémon Shaymin.
