Vivill Town is a sleepy hamlet on the far side of Vivill Woods, but when it is first visited, all of its townsfolk are in hiding. Once the Light of Ruin are driven out of Vivill Warehouse, the town opens up all of its services again.
And once you obtain Surf you’ll find a route to Dresco Town from the western passage through a very short Route 15.
