Location
Fly to the Epidimy Town Pokemon Center and enter the house to your northwest.
The Move Deleter is the only NPC inside the house.
Purpose
As the name suggests, the Move Deleter allows you to select a Pokémon and to delete any move it knows without any cost. This includes HM/TM moves and those the Pokemon naturally learned.
