Location
Fly to the Antisis City Pokemon Center and follow the path west.
Exit the city and cross the wooden bridge to the Thundercap Mountain area.
The Power Items Upgrade NPC is the Black Belt NPC walking around south of the mountain’s entrance.
Purpose
Speaking with the Power Items Upgrade NPC for the first time initiates a battle. After you defeat his team of a Timburr and Crabominable, this NPC offers to upgrade your Power Items. This would include all EV-related Power Items like the Power Anklet, Power Band, etc.
The upgrades initially will cost you Star Pieces. However, the transaction item switches from Star Pieces to Comet Shards after you upgrade a Power Item to level 7. Upgraded Power Items help your Pokemon gain more Effort Values when they’re holding the item in battle.
