Prerequisites

Fly to Tarmigan Town. Then go south from the Tarmigan Town Pokemon Center and follow the path west.

Continue on the path until you eventually reach the Dream Research Lab.

Inside, approach the scientist NPC to the right of the Hypno.

As long as you’ve completed The Endless Nightmare mission, this scientist will claim to have created a device to send others into their nightmare. To use it, you must collect all 17 types of plates that can be dug up using the ADM or acquired from the Plate Maker NPC.

If you have all necessary plates then continue on.
