After acquiring all the weather TMs and Defog from all the clown NPCs scattered across the game, fly to the Seaport City Pokemon Center and go east.

Start going south after walking down the stairs leading to the port area.

Go east when the path south runs out and enter the boathouse at the end of the path.

As long as all prerequisites have been met, a clown will be sitting inside of the Seaport Boathouse. Speak with him to receive Castform as a gift.
