Prerequisites

Completing the Master Incubator side mission rewards you with the Magma Stone, which is crucial to reaching Heatran.

With the Magma Stone, fly to Cinder Volcano’s entrance. Then from the entrance, walk south.

Walk past the bridge and continue on the narrow path east when the path south runs out.

Use Rock Climb to descend and enter Cinder Volcano from the southeast entrance here.

Once inside, continue following the linear path north.
