Prerequisites
Be in the post-game Start the Portal Purge mission Have Entei, Raikou, and Suicune in your party

Fly to the Ruins of Void before using Rock Climb on the mark west of the ruins’ entrance. Enter the ruins from this floor.

Continue north to enter the next room.

Climb the ladder to the upper floor.

Now follow the linear path west to exit the ruins.

There’s only one path forward here, which leads to another entrance to the ruins.

Once you’re back inside, step on the teleportation plate to be transported to the roof.

Walk north to enter the ruins from here.

Descend from the ladder to your north.

Walk south to find another ladder you want to descend.

Finally, walk north after reaching the Ruins of Void B2F.

Interact with the portal to the left to encounter Ho-Oh. Make sure that Entei, Raikou, and Suicune are in your party if the portal isn’t there.
