Fly to the Crater Town Pokemon Center after becoming champion and follow the path going west.

Continue south when the path west runs out.

Inside, approach the old man NPC and answer yes when asked if you want to home a Pokemon.

With that done, go back to the Pokemon Center, but this time go south.

Enter the first house to your west, just east of the KBT Expressway entrance.
