Prerequisites
Beat the Elite Four Have the ADM Acquire the Blue Orb from Vega

With the Blue Orb in hand, fly to Vivill Town and go west.

Continue to the very north part of the town and enter the Vivill Warehouse.

Take the stairs leading to Vivill Warehouse B1F.

Continue west and take the stairs leading to the drowned part of the warehouse.

Use Surf to approach the dive spot in the water, then use the ADM to dive underwater.

Exit the warehouse from the hole to your north.

Follow the path east after exiting the hole.

The Blue Orb will start glowing when you get to the very end of this path.

The Blue Orb will summon Kyogre, allowing you to battle it.
