Fly to the Ruins of Void. Then use Rock Climb on the mark west of the ruins’ entrance.

Once you’re up, enter the ruins from this upper floor.

Climb the ladder to the upper floor.

Now, follow the linear path west to exit the ruins.

From the roof, walk north to enter the ruins from here.

Walk south to find another ladder you want to descend.

Interact with the portal to the right on top of the water to encounter Lugia.

Make sure Entei, Raikou, and Suicune are all in your party if the portal isn’t there.
