Fly to Frost Mountain at night with Solgaleo and Lunala in your party.

Then enter the mountain and go north.

Climb the first scalable wall you see and ascend the ladder you see.

From here, follow the linear path forward after climbing the ladder.

You want to climb a long, narrow set of stairs with a ladder at the end of the path.

Go north after climbing the ladder.

The portal with Necrozma is in the northeast corner of this area.
