Prerequisites
Be in the post-game Start the Portal Purge mission

Fly to the Ruins of Void. Then use Rock Climb to climb up the spot west of the ruins’ entrance.

Enter the ruins from this floor.

Continue north to enter the next room.

Climb the ladder to the upper floor.

Now follow the linear path west to exit the ruins.

There’s only one path forward which leads to another entrance to the ruins.

Interact with the purple portal in this room and enter your hand when prompted to.

This will cause Raikou to escape from the portal. It will now be roaming the map.

At this point you can now track Raikou from the map, and you will be able to encounter it like any other wild Pokemon in the area where it’s roaming.
