Fly to the Seaport City Pokemon Center and go west.

Turn south just before the stairs leading to the beach.

Continue following the path, heading west onto the bridge when you see it.

Go south when you cross the bridge leading to Route 16. You’ll still be on Route 17 at this point.

Go to the beach using the stairs here. Then use the Rock Climb spot to the left to scale the wall.
