Location
From outside of the Epidimy Town Pokémon Center, make your way to the South-East corner of the town.
Enter Thundercap Mountain from the entrance you see here.
Follow the linear path North and then East.
You’ll come across a ladder. Instead of taking it, take the nearby staircases going down and follow that path West.
You’ll come across the TM for Thunderbolt at the very end of this path – but it’s only obtainable if you can use Surf to cross a small body of water.
