Prerequisites
- Defeat the Champion at least once to unlock the Battle Frontier
- Have at least 32 Battle Points
Location
Fly to the Seaport City Pokémon Center after defeating the Champion at least once and enter the connector to your North.
Continue North to exit the connector from the other side.
After exiting the connector, you want to keep running North. Eventually you’ll enter the main Battle Tower.
Inside, head to the counter to your East where you’ll see three receptionists. Interact with the bottom one.
Then select the TM for Substitute and redeem it for 32 Battle Points.
