Prerequisites

Location
From outside of the Fallshore City Pokémon Center, head West.
Go inside the corner building with the “Mission HQ” sign outside.
Walk East and interact with the Police Officer NPC with the side mission bubble on top of him.
Reply with yes when asked if you’d be willing to help him.
Saying Yes twice gives you “The Terror Granbull” mission, and completing it rewards you with the TM for Smart Strike.
